What is the SWITCH programme?

Sustainable Consumption and Production (SCP) is an attempt to reconcile the increased demand for goods and services that respond to basic needs and bring a better quality of life, while minimizing the use of natural resources, toxic materials and emissions of waste and pollutants over the life cycle, in order not to jeopardize the needs of future generations. Materials, Water and Energy are the three key elements.

Sustainable Production concerns the supply side, focusing on the economic, social and environmental impacts of production processes; while Sustainable Consumption addresses the demand side, focusing on consumers’ behaviour and choices in use of goods and services, i.e. demand for products that environmentally friendly both in their production and in their use, as well as by promoting a sensible consumption behaviour, avoiding spillage and waste.

The SWITCH programme with its particular focus on SMEs contributes directly and indirectly to poverty alleviation by improving the living conditions of poor households in the surroundings and down-stream of sub-urban SMEs by reducing water pollution (particularly improving conditions of women who traditionally have to source drinking water), solid waste, and air pollution. SWITCH also contributes to increased employment and incomes by increased production that meets international environmental standards and higher competitiveness, e.g. through resource savings and better access to supply chains of international companies. In addition, adoption of SCP will help improving the conditions of both female and male labourers promoting reasonable salaries, decent working conditions and protection of children rights (social corporate responsibility).

The SWITCH programme seeks to enhance the uptake of SCP by working simultaneously on the production and consumption sides, employing a multi-stakeholder approach with strong and intensive working relationships with SMEs, building upon existing structures and networks, and by scaling up results achieved in earlier projects. Projects will have to actively disseminate their results and facilitate exchange of good practices, and will be supported in this task by the SWITCH programme Network Facility.

No a priori choice is made to orient on specific sectors for the projects. To achieve tangible impact, SMEs should be selected from sectors or industrial areas that:

• Substantially contribute to overall pollution (especially water pollution and CO2-emissions) and/or are resource (water and/or energy) intensive

• Have sufficient potential for improvement

• Form a substantially share of the economy

• Have sufficient potential for further multiplication in the country and/or region

Who can apply?
SWITCH will award grants to EU-Asia partnerships of non-profit making organisations interested in pursuing sustainable development, such as chambers of commerce, industrial and professional associations, regulatory bodies (regional and local authorities), research organisations and development agencies. These organisations must demonstrate an ability to reach out to large numbers of SMEs or consumer groups. Proposals where intermediaries such as business associations, industry associations, retailers, and chambers of commerce will play an active role in the partnerships are especially welcome.

This is the proposal that Emilie has drafted so far for StudentForce to work with YAFE:

Poster Campaign Project
YouthXchange _ YouthXhibit
Collaboration Project with YAFE (Young Artists Fellowship for the Environment) in the Philippines
StudentForce will support a group of young people from the East Midlands to create a series of 10 posters on the theme of 'Sustainable Consumption and Production' between September and December 2008. The posters will aim to deliver a clear message about sustainable production and consumption. The stimulus for this particular series of poster could be best described in one word that is the YouthXchange http://www.youthxchange.net/main/home.asp.
A similar project is being undertaken by a group of young people in the Philippines; the group of young people in the East Midlands will liaise with the Filipino group when developing the posters.
The project will introduce young people to world issues, provide an avenue for them to develop and use skills, develop their portfolios and, by displaying the posters in the local area, raise community awareness of sustainable consumption and production.
Main objectives:
• Introduce a group of young people to the sustainable development issues using the YouthXchange Guide – “Training kit for young people toward Sustainable Lifestyle”
• Put into practice their skills and knowledge about art and design, photography, drawing and sustainable development.
• Develop solidarity among youth organisation from around the world to address the pressing issues of sustainable consumption and production.
• Develop an intercultural understanding by working with people from the Philippines on the design of 2 or 3 posters.
• Develop collaboration between a group of young people in the UK and YAFE in order to establish a future partnership between Europe and Asia-pacific.
• Promote the “YouthXchange” Guide in order to increase the youth awareness about sustainable production and consumption.
The partners:
• YAFE is a charity in the Philippines. It aims to empower the community in advocating environmental awareness by using art, in all its forms http://www.yafe.ph/yafe/index.html. YAFE translated in Filipino and adapted into the Philippine context the YouthXchange Guide which will be launched in September 2008 in the Philippines.
• StudentForce is a national charity in UK that focuses on young people working and learning to boost their employability, as well as the sustainability of communities and employers (http://www.studentforce.org.uk/). StudentForce was invited by UNEP to promote the YouthXchange Guide in UK.
